The analysis shows that the identified problems at the level of organization and management of the educational process are very related to each other and require a systematic solution. No expert in the country will provide ready-made solutions and recipes. However, in order to develop competent reforms, a detailed analysis of each of the problem areas is necessary.
SBS Consulting offers five inventories:
- An audit of the education management system. There are many institutions, but there are also many interspersed powers and responsibilities. Without an inventory of the processes themselves within each of the bodies authorized to manage and control education, it is impossible to understand the needs of both the institutions themselves and the necessity of their activities.
- The audit of the infrastructure of Russian schools and the establishment of a list of minimum equipment that must be used in each educational institution. Such an inventory will make it possible to estimate the amount of required investments in the school education system and attract investors other than the state.
- Audit of institutions that train teaching staff. Coupled with federal projects affecting higher education (Priority 2030, a program to create a network of university campuses), it is necessary to understand the need for the number of teachers and the quality of their training, which means a qualitative revision of both curricula and state standards for teacher training, as well as those who train teachers, which clings to themselves another personnel problem is the personnel of higher education.

To conduct such an audit, it is necessary to understand, for example, how necessary it is for methodologists to be in each school, how to ensure the work of psychological and medical offices, what is the effectiveness and relevance of organizations responsible for teacher training. Obviously, such a reorganization will only increase the salary list of each school, which only exacerbates the next inventory problem.
- Inventory of the school employee remuneration system and its reorganization of the remuneration system. No matter how simple the task itself may sound, as they say at school, it is clearly with an asterisk, since several types of variables have to be taken into account at once: these are the specifics of the regions, their powers and budget features, this is a personnel problem, this is a bureaucratic problem along the entire vertical from FOI and ROI to the schools themselves, where often There is an opaque distribution of incentive payments to teachers. It is precisely the increase in the prestige of the "teacher" profession and school employees in general and transparency that should be at the forefront: both salary determination and clarity in understanding the career prospects of teachers, their motivation and satisfaction from a very important role in our country.
