Research Summary

The main systemic problems in the field of secondary general education were analyzed in the research conducted by the SBS Consulting team. The development of public policy measures in this area should be carried out solely on the basis of the consolidated position of the expert community. Of particular importance is a balanced approach to reform, in which modernization should not lead to a decrease in the quality of educational services. It is advisable to work out the following strategic forks:
- At what level should the authority to finance the school system (federal, regional, municipal) be concentrated in order to improve work efficiency?
- What is the optimal level of standardization and variability of the curriculum and the corresponding changes in educational standards?
- What steps in the current Russian reality can lead to an increase in the prestige of the teaching profession (changing the set of conditions, such as incentives for work, remuneration and competence systems, and addressing the issue of work-rest balance when teachers are overloaded)? A systematic solution to the issue related to the shortage of teaching staff and the low quality of teacher training in pedagogical higher education institutions.
- Is it correct to separate education from science, even at the school level, and should there be a separate public authority for the management of education and science?
