  • Background

    In accordance with Federal Law No. 172-FZ of June 28, 2014, "On Strategic Planning in the Russian Federation," which defined new requirements for the structure and content of strategic planning documents, it became necessary to update strategic planning in the region.

  • Solution

    The team of SBS Consulting (Moscow), in conjunction with the International Center for Regional Development (ICRD), based on the consolidation of information on the social and economic development of the City, conducted an analysis of the current situation, developed a methodology for strategic planning, and prepared a Strategy Draft of Social and Economic Development of the City of Sevastopol, including an Action Plan for Achieving set strategic goals.

    At the stage of the current situation analysis, the experts conducted socio-economic and SWOT-analysis based on statistical data, discussion of the current situation of the City with "stakeholders" and comparisons with comparable regions. The analysis of the current situation also resulted in the prepared consolidated budget of the state programs of Sevastopol and the federal target program "Social and economic development of the Republic of Crimea and the city of Sevastopol until 2020". During the development of the Strategy Draft, the experts took into consideration the previously prepared and adopted documents of a strategic nature related to the development of the City (the Concept of Strategic Development of Sevastopol until 2030, the Federal Target Program "Social and Economic Development of the Republic of Crimea and Sevastopol until 2020", FZ-377 " On the Development of the Crimean Federal District and the Free Economic Zone in the Territories of the Republic of Crimea and the City of Federal Significance of Sevastopol "), materials of the Seminar on Problems of the Development of the City, held in Sevastopol in late August 2016, the state programs of Sevastopol and the draft general plan for the city of Sevastopol.

    The findings allowed to formulate the mission and strategic goals of the City, identify external factors affecting the development of the City, develop mechanisms and tools for implementing the Strategy. In order to achieve the set strategic goals, SBS Consulting experts formed the Action Plan for the implementation of the Strategy with the identification of three stages: 2016 - 2018, 2019 - 2024, 2025 - 2030.

  • Results

    The Strategy Draft of Social and Economic Development of the City of Sevastopol until 2030, taking into account the documents of strategic planning at the federal and regional levels and the Action Plan for the implementation of the Strategy until 2030. To assess and calculate the expected results of the implementation of the Strategy, SBS Consulting experts prepared an economic-mathematical model. The Strategy Draft and Action Plan on the results of the development were agreed with the internal executors and external stakeholders (Regional Authorities, Agency for Strategic Initiatives, Ministry of Industry and Trade of Russia, Ministry of Economic Development of Russia).

In December 2016, the Strategy was approved and actually adopted after public hearings and discussions in the government and legislative assembly of Sevastopol, the Agency for Strategic Initiatives and the Ministry of Industry and Trade of Russia.
