  • Background

    Since May 2021, a significant increase in the incidence of a new coronavirus infection has been observed in the Russian Federation. The "third wave" of COVID-19 incidence was characterized by an increased proportion of patients with severe disease and requiring inpatient treatment. The current situation has led to a multiple increase in the consumption of medical oxygen, while the amount of free medical oxygen for contracting from organizations licensed to manufacture medicines for medical use has decreased in favor of medical institutions. This situation creates the risks of ensuring the supply of oxygen in a volume sufficient to cover the increased demand of the constituent entities of the Russian Federation

  • Situation

    The lack of generating capacities of the operating ASUs to provide medical institutions (HCF) with oxygen led to the occurrence of a regular oxygen deficiency and the withdrawal of gas from industrial companies during a period of high morbidity. Based on the analysis of international experience, 3 models for increasing generation volumes were identified - bringing power to the market through the construction of new high-power ASUs, creating own stationary generation capacities in medical institutions and using mobile complexes. In the context of the cyclical dynamics of the incidence of Covid-19, an increase in generating capacities in the shortest possible time is realized only within the framework of models that involve the commissioning of stationary or mobile own oxygen generation capacities directly at the places of its use

  • RESULTS

    The SBS Consulting team has developed a model for the rapid increase in the production and transportation of oxygen in Russia for medical institutions. Within the framework of the target system, regions that do not experience problems with oxygen supply will continue to be provided with oxygen generated at operating health facilities in the subject or neighboring subjects. Regions where there is a systematic shortage of medical oxygen should be provided with additional generating capacity through the commissioning of stationary high-performance concentrators through directive distribution of orders for Russian manufacturers by the Ministry of Industry and Trade of Russia, as well as through the formation and centralized management of the fund of bedside concentrators. The volume of investments in equipment to cover the predicted oxygen deficiency in different configurations of the solution will be from 7 to 15 billion rubles. when implementing a moderate scenario of morbidity and the number of hospitalizations due to COVID-19
